I've always wanted to excel in pre algebra & algebra-i test sheets, it seems like there's a lot that can be done with it that I can't do otherwise. I've searched the internet for some good learning resources, and checked the local library for some books, but all the data seems to be targeted at people who already know the subject. Is there any resource that can help new students as well?

Algebrator is a incredible software. All I had to do with my difficulties with graphing lines, equivalent fractions and radicals was to merely type in the problems; click the ‘solve’ and presto, the answer just popped out step-by-step in an easy manner. I have used this to problems in Intermediate algebra, Pre Algebra and Algebra 2. I would confidently say that this is just the thing for you.
You can order this software online: https://mathsite.org/using-slope.html. You won’t regret buying it, besides it’s so cheap considering the depth of knowledge you gain from using it. They even offer an unconditional money back guarantee. All the best for your test .
